Returns yes - free of charge no longer
If you no longer want to carry the cost of returns alone, you turn the label into a product. The customer buys it, pays for it, and only then is it created.
The situation
The return rate sits at thirty per cent and the free label has become an invitation. You still do not want to drop the online return - you just do not want to pay for it.
The label is a product
You create a product, say DHL label, and link it. Name, price and properties come from there. Using the visibility per sales channel you keep it out of listings and search so nobody buys it by accident.
Here you can enable chargeable labels, so that a customer has to buy a product in the shop in order to generate a label. The product selected below is then added to the cart.
The cart is emptied
When the customer clicks the button to buy the label, the plugin removes every other line from the cart. The label is bought on its own - so nothing can get mixed up with an order in progress.
The cart is emptied automatically and only the return label is added. Please then complete the checkout in the shop and make the payment.

After the order the finish page carries a link back to the return. As long as the payment has not arrived the customer sees a waiting notice there. Once the order counts as paid, the button for the label appears.

As soon as the incoming payment is confirmed, the label is available for creation.

The setting sits on the credentials record, and there is one of those per country. Germany free, Austria for a fee - that is simply two records.
