Austria is not Germany
Shipping to several countries takes more than one DHL account. And for the countries where it does not work at all, the customer needs an answer rather than a dead button.
The situation
You ship to Germany, Austria and Switzerland. For the first two you hold DHL contracts, for Switzerland you do not.
One credentials record per country
The DHL and UPS accounts sit as their own records in the settings - with a field for the country and one for the sales channel. Store a separate record for Austria and Austrian customers get a label created with those credentials.

Valid countries as a barrier
In the plugin configuration you set which countries may return at all. The billing address and every delivery address of the order are checked - one match is enough. An empty list means every country.
A return shipment can only be created if either the billing or shipping address of the order is in one of these countries. If no country is defined, ALL countries are considered valid.
Not a dead button but a sentence
If the country is not released, the customer does not get an empty page but the information to send the goods back themselves, sufficiently stamped, to the return address. That is the difference between a barrier and an answer.
Online returns are currently not available for the shipping or billing country of this order. Please send the goods to our return address with sufficient postage.
Test it first, not on a customer
Both credential forms carry a card for testing: type a sender address, press the button, and a real label goes over the real interface. If something breaks, the error message is right there in plain text. That way you try every country before anyone else does.
A label could be created successfully with the stored DHL access data.
